Prof John Gillespie from the APBRG drafted an issues paper and coordinated an International Conference on Legal Interpretation that was hosted by JOPSO Legal Development Project at the Melia Hotel in Hanoi on February 21-22, 2008. The issue on legal interpretation is acquiring increasing attention in developing countries in East Asia, including Vietnam. As these countries develop their legal and judicial systems in response to economic growth, social change and global integration there is a growing social need for stable and transparent laws. Established legal concepts are increasingly being debated, not only within the legislature, but also within society. There is an urgent need to establish authoritative bodies with powers to interpret statutory law.

Four international speakers presented papers : Dr George G. Zheng, Faculty of Law University of Hong Kong , presented a paper on Legal Interpretation in China; Prof HP Lee, Faculty of Law, Monash University presented a paper on Legal Interpretation in Malaysia; Prof John Gillespie, APBRG presented a paper on Comparative Concepts of Legal Interpretation in East Asia and Professor Soogeun Oh, Law School, Ehwa Womens University Seoul, presented a paper on Legal Interpretation in Korea. Twelve Vietnamese speakers presented papers from the perspective of the National Assembly, courts, government, legal profession and legal academics. Edited papers will be published by DANIDA in association with the Ministry of Justice.
