Before joining the Department, Andrew spent many years at the Australian Securities and Investments Commission (ASIC) and its predecessors, working in recent years in Regulatory Policy on financial services reform.
In 2001 Andrew was awarded the degree of Doctor of Juridical Science (SJD) for his thesis on the Reception and Use of Social Policy Information in the High Court of Australia.
