He-Ling is a highly experienced economic researcher and consultant. His research interests focus on the theory of the firm, institution and organisation, and international trade and development strategy. His papers have been published by international leading economic journals – including the American Economic Review, and Journal of Comparative Economics. His academic career has recently been extended to consultancy. He was the institutional specialist working for the World Bank, Asian Development Bank, and helped the relevant ministries in the PR China to formulate the strategies to develop the Western Regions in China, policies to improve the efficiency and effectiveness of the Foreign Direct Investment, procedures for the delivery of the social security, and the reform of the State-owned Enterprises (SOEs). He was recently seconded to take up the Australian Team Leader role in Beijing for the China Australia Governance Program, funded by Australia Aid for International Development (AusAID). At that capacity, he facilitated the exchange of ideas between the Australian and Chinese governments at both central and local levels on “good governance” – including the reform of the legislative, administrative, and judicial systems. Main areas of focus include fiscal reform, removing domestic trade barriers, provision of social security for the migrant workers, supervision of public investment, leadership assessment, private provision of public services, and anti-corruption.
